When you've found this little area in the island where you stood on top, turn directly East and pass the Lilypad Islands. Hop in your Seatruck and hug the island so that your Seatruck faces the Communications Tower due West. Luckily, the big Communications Tower will help guide you.
You will need to approximate this location because you're on top of the Delta Island mountain, and the Delta Station Dock is at the bottom of the mountain.
